Define the product and market before judging the factory
A supplier cannot give a reliable compliance or production answer to an undefined request for “an emergency light.” Start with the destination country, building or project type, mounting method, maintained or non-maintained operation, input voltage and frequency, emergency duration, required emergency output, battery preference, test function, environmental rating, exit-sign legend and customization scope.

IEC 60598-1:2024 states general safety requirements for luminaires, while IEC 60598-2-22:2021 addresses particular requirements for emergency luminaires. Those IEC scopes are useful technical anchors, but they do not establish which edition, national adoption, certification route or building rule applies to every destination. The buyer or responsible project party must define the applicable route.

The strongest response is not the largest document bundle. It is a consistent chain from the offered model to the evidence, approved sample, production record and shipment. If one link cannot be checked, record it as pending with an owner and due date instead of scoring a vague promise as a pass.
1. What legal entity will manufacture and invoice the order?
Ask for the full legal company name, registered address, production address, invoice entity and the role of any trading company or subcontractor. A supplier can coordinate work across several organizations, but the buyer needs to know who controls design, assembly, testing, certification files, export documents and warranty decisions.
Compare names and addresses across the quotation, business record, quality-system certificate, product certification record, declaration and bank beneficiary. A difference is not automatically a defect, but it needs a written explanation. Do not infer manufacturing capability from a company name containing “factory” or “technology.”
2. Which exact models fit our destination and application?
Ask the manufacturer to map each quoted model to the destination, supply, operating mode, duration, emergency output, mounting, battery, test function and environment. Require the supplier to mark unavailable, optional and project-dependent features rather than filling every column with “yes.”

3. What model-specific compliance evidence is available?
Ask for the exact product identifier, applicant or certificate holder, manufacturing location, standard or program, report or file number, current status and covered ratings. Then verify the record through the issuing body or official directory when one is available.
Do not treat a CE logo, an ISO 9001 certificate or a laboratory report as interchangeable evidence. For EU electrical equipment within the Low Voltage Directive's scope, the manufacturer is responsible for conformity assessment, technical documentation, the EU declaration of conformity and CE marking. The European Commission also warns that voluntary certificates are not a substitute for the applicable legal conformity route.
For US workplace equipment subject to OSHA's NRTL rules, OSHA explains that proper certification involves a registered NRTL mark, a product within the NRTL's recognized standard scope and certification issued from a recognized site. 4. Can the supplier connect each report to the offered construction?
Request a report index showing the report issuer, report number, date, applicant, tested model, model-family relationship, construction or critical components, standards and deviations. Where the report is confidential, the supplier may not release every page; it should still provide enough controlled information for the buyer or appointed compliance specialist to confirm relevance.
Ask what changed after the tested sample. Battery chemistry, cell supplier, driver, LED board, enclosure material, wiring, charge circuit or firmware can affect an emergency product. “Same series” is not evidence until the model-family logic and permitted differences are documented.
5. Who performed the testing, and is the scope relevant?
Separate an in-house routine test, a third-party laboratory report and a product certification program. Each can be useful, but they answer different questions.
ISO/IEC 17025:2017 sets requirements for the competence, impartiality and consistent operation of testing and calibration laboratories. An accreditation reference is meaningful only with its current scope: check that the named laboratory, location and relevant test activity are covered. Laboratory competence does not by itself grant product certification or market access.
Ask the factory which measurements it performs internally, which are outsourced, which instruments are used, how calibration status is controlled and what happens when equipment is overdue or out of tolerance.
6. How is emergency performance verified on the actual model?
Ask for the approved test sequence and acceptance criteria for changeover, charge indication, battery connection, emergency operation, rated duration, emergency output and any manual, remote or self-test function. The exact sequence should come from the applicable specification and evaluation, not from a generic checklist copied across all products.
Request a sample record with model, revision, unit or lot identity, equipment, date, result, operator and disposition. 7. Which components are controlled, and how are substitutions approved?
Ask for the critical-component categories and the change process. Buyers do not always need the supplier's full confidential bill of materials, but they do need a contractually useful baseline for components that affect safety, emergency performance, lifetime, labeling or certification.
The written rule should state which changes require buyer notice, engineering review, evidence review, a new sample or reapproval. “Equivalent component” should mean equivalence against defined attributes, not a purchasing decision made after a shortage.

8. What controls run from incoming material to final release?
Ask the factory to describe the actual flow for the quoted product: incoming checks, storage status, line clearance, assembly checks, in-process electrical or functional tests, aging or burn-in where specified, final inspection, record review and shipment release. Request evidence from a recent comparable order with customer information removed.
Avoid prescribing an impressive-sounding universal test duration or sampling level. 9. How will the approved sample stay linked to mass production?
Ask what the golden sample includes, who signs it, how its revision is recorded, where it is stored and how production compares against it. The approved set may include the luminaire, battery, accessories, label, carton, manual, drawings, specification and appearance limits.

10. How can a shipment be traced and contained?
Ask the supplier to demonstrate how a carton and product identifier connect to the order, model revision, production date or lot, battery lot, inspection results and release record. Traceability depth should match the product and risk; not every project needs serialized units, but every supplier should be able to explain the chosen level.

11. How are nonconformities and corrective actions handled?
Request a redacted example showing problem description, containment, root-cause analysis, corrective action, verification and closure. Look for ownership and evidence, not a perfect record with no failures.
Ask who can stop shipment, how concessions are approved and when the buyer is notified. A supplier should not repair, rework or substitute a safety- or performance-relevant item without following the agreed approval path.
12. What does the quality-management certificate actually cover?
If the supplier presents ISO 9001 certification, verify the organization, site, scope, issuing certification body and current status. ISO guidance distinguishes a quality-management-system certificate from product conformity: ISO 9001 certification does not mean that a particular emergency light is certified to a product standard, nor does it guarantee every unit will conform.

13. What capacity and lead-time assumptions support the quotation?
Ask for the quoted schedule by milestone: specification freeze, sample or artwork approval, material readiness, production, inspection and dispatch. Identify long-lead components, capacity constraints, planned shutdowns and the effect of variant splitting.

14. How are labels, manuals and order documents controlled?
Ask who owns source data, translation, artwork approval, controlled marks, document revision and production release. Compare model, ratings, responsible-party details and revision across the product label, carton, instructions, declaration and purchase order.
